USGS Seamless Server....agin!

I have a new computer with Win7 Home edition. The default browser is IE 64 bit version.
I cannot get the USGS Seamless Server to show the map at startup. I have the popup blocker in IE set to disable. Still get the warning that a popup blocker is enabled.
I see this is not a unique problem. IE has a gazillion security settings and I've been playing with them but still no map.
Any hints?
Use IE 32 bit?
Use Firefox?

I have dl'd Firefox. Got on the USGS Seemless server with no problem. However, I'd still like to know why I can't access data with IE.
