Simple Route Editor not working

I am doing the tutorial 3 Web mapping services and at the step of using the simple route editor nothing is happening. The only tools working is magnifying glass, select, or move tool. I select the simple route editor tool and try to trace the route but only the magnifying glass, select, or move tools will work and not the simple route editor tool. What are the steps of using this tool?

Look at this image, lower line where tow adjacent blue icons are. You need to pick the sqiggly one to alow you to draw the poly line tracing of the track.
