I found a program called "Easy Open Street Map Downloader" at http://allmapsoft.com/openstreetmap/index.html. I downloaded the trial version, found out that it worked, and bought full version. The demo version is capped at zoom level 13 and the full version can go up to zoom level 18.

I was using Tile Map Server to get Open Street Map Transport images but there are "API Key Required" text all over the images. How can I get API Key or get rid of the text?
